Summary
In response to Cross being injured by humans, the Simurians request that the Japanese government cease its efforts of exorcising cursed spirits, conflating curses with Kalyans. When the jujutsu sorcerers secretly resume exorcisms, the Rumelians discover this and demand the annexation of Tokyo to establish their nation. When Japan refuses, they challenge the Earthlings to a duel.
Plot Details
Watching over his hospitalized younger brother, Maru asks the other Rumelians what had happened. They tell him that Cross was shot by Earthlings who believed he was drawing his sword. When Jabaloma praises Cross for always seeking the best outcome and prioritizing Rumel above all else, Osuki becomes enraged at the insinuation that Cross is dead. Maru hears this and silently stares at his brother.
Meanwhile, Tsurugi learns from Jujutsu High's healer that Usami is in critical condition due to the recoil from his Cursed Speech. Shocked, Tsurugi questions how a grade 1 sorcerer could suffer such severe backlash. Miyaguni, one of the higher-ups, explains that Usami used his technique against Dabura, a calamity whose strength cannot be measured by the standard sorcerer ranking system.
When Dabura arrived in Tokyo after Cross was shot, his overwhelming presence intimidated the assembled jujutsu sorcerers. As some Simurians rushed Cross away for treatment, the others accused Earth of exterminating Kalyans. Yakumaru protested that they had only killed cursed spirits, but Dabura instantly appeared before him, towering over the sorcerer and demanding to know if he was the one who shot Cross. Sensing imminent danger, Usami used Cursed Speech to restrain Dabura, but not before Dabura destroyed Yakumaru's right arm. Usami immediately suffered devastating recoil, damaging his throat and causing him to spit blood. Despite his injuries, Usami apologized and pleaded for another chance at peace. Believing Cross would die, Dabura threatened to kill Usami's subordinates in retaliation. When Usami begged Dabura to take his life instead, his resolve reminded Dabura of Dura, prompting him to spare the sorcerers and withdraw with the Simurians. Usami collapsed soon after.
In the aftermath, the Simurians formally demand that Japan cease all cursed spirit exorcisms and guarantee their safety. Jujutsu Headquarters deems this impossible, as cursed spirits would eventually escape Tokyo and endanger the rest of the country. Mino estimates that the barrier can hold for only one month, leading Headquarters to agree to a temporary suspension. In December, sorcerers secretly resume nighttime exorcisms to avoid detection. Unbeknownst to them, Osuki heard the dying cries of cursed spirits aboard the Naunax above Tokyo, causing tears to stream from his third eye.
Upon realizing Japan's noncompliance, the Simurians declare the killing of cursed spirits an international crime and demand accountability. Japan responds that cursed spirit exorcism constitutes force majeure and cannot be considered illegal. As another month passes, tensions escalate. Stronger curses manifest due to the winter season, and sorcerer casualties reach unprecedented levels due to them continuing exorcisms covertly. Osuki continues listening to the curses despite warnings about the toll on his third eye. When Dabura orders him to stop, Osuki lashes out, accusing Dabura of being unable to understand Rumelian suffering because, as a Deskunte, he cannot hear the voices of the Kalyans, an accusation Dabura accepts.
Eventually, the Rumelians demand the annexation of Tokyo to establish a new nation dedicated to protecting cursed spirits, threatening to invoke a Deskunte-style duel if refused. The jujutsu sorcerers conclude that conceding would only lead to further conflict. Miyaguni insists that only Yuji Itadori could face Dabura and asks Mino if he was contacted. Mino replies that he could not and plays a recording from an elderly Nobara Kugisaki, who reveals Yuji vanished after Hana Kurusu's funeral, having become immortal and burdened by an endless lifespan. As the recording ends, Mino believes Japan has lost all hope, but Miyaguni reveals that they still have one final option.
On January 2087, representing the Rumelian Tribe, Dabura formally issues a challenge to Japan to protect cursed spirits and claim Tokyo. Representing Earth, Japan selects Yuka Okkotsu as its champion for the duel, a role she accepts.
