The Jujutsu Regulations (
In the world of jujutsu, in which the protection of non-sorcerers is of the utmost importance, the practice of jujutsu and contact with curses demands compliance with many regulations. If a jujutsu sorcerer violates these regulations, immediate action is taken at the discretion of the higher-ups.
Memorandum Regarding Sorcerer Duties[]
As representatives of all sorcerers, the Zenin, Gojo, and Kamo families agree with the Japanese government in stipulating the following:
1. Mission[]
- A sorcerer's mission is to prevent harm to humanity caused by jujutsu, cursed spirits, and cursed objects in order to preserve the peace and safety of society.
- All sorcerers must obey the contents of this memorandum. The policies described herein are to be applied with priority over other laws and ordinances.
2. Jujutsu Headquarters[]

- Jujutsu Headquarters (
呪 術 総 監 部 Jujutsu Sōkanbu?) is the division of the Japanese government that is the highest body governing sorcerers. The Chief Executive of Jujutsu Headquarters is the Jujutsu Inspector General (呪 術 総 監 Jujutsu Sōkan?). - The Prime Minister shall appoint the Jujutsu Inspector General based on the recommendations of the Zenin, Gojo, and Kamo families.
3. Jujutsu High Schools[]

- Jujutsu High Schools (
呪 術 高 等 専 門 学 校 Jujutsu Kōtō Senmon Gakkō?) shall operate campuses in Tokyo and Kyoto for the education, guidance, and supervision of sorcerers. - As Chief Executives of these schools, the Principals (
学 長 Gakuchō?) govern affairs concerning sorcerers' education and handling of threats, and as such they have a supervisory role over all sorcerers. - The Jujutsu Inspector General shall appoint Principals based on the recommendations of the Zenin, Gojo, and Kamo families.
- The Jujutsu Inspector General has authority over the Principals. In case of emergency, the Jujutsu Inspector General may directly command and supervise all sorcerers.
4. Sorcerer Ranks[]
- Main article: Grade
- Sorcerers shall bear the following ranks: Special Grade, Grade 1, Semi-Grade 1, Grade 2, Semi-Grade 2, Grade 3, and Grade 4. High ranking sorcerers shall provide guidance to low-ranking sorcerers on missions.
- The Jujutsu Inspector General shall assign each sorcerer a rank and revise that rank in accordance with impartial and appropriate criteria.
- Sorcerers shall obey the regulations established by the Jujutsu Inspector General, and they may receive pay and other allowances in keeping with their ranks.
5. Discipline[]
The Jujutsu Inspector General may sentence sorcerers who disobey commands or fail to obey the provisions of this memorandum to one or more of the following punishments:
- Public execution (
公 開 死 刑 Kōkai Shikei?) - Secret execution (
秘 匿 死 刑 Hitoku Shikei?) - Designation as curse user (
呪 詛 師 認 定 Jusoshi Nintei?) - Sealing (
封 印 Fūin?) - Confinement (
拘 禁 Kōkin?) - Suspension (
謹 慎 Kinshin?) - Confiscation of property (
財 産 没 収 Zaisan Bosshū?)
6. Retirement[]
- Sorcerers may retire upon receiving approval from the Jujutsu Inspector General. Retired sorcerers have no rank.
- Retired sorcerers are forbidden from using any manner of jujutsu. However, exceptions shall be made for sorcerers to perform duties as necessary according to the following section.
7. Handling of Threats[]
- "Threats" are defined as cursed spirits, cursed objects, and curse users.
- A sorcerer who discovers a threat must immediately report it to a Principal. Based on that report, the Principal will assign the threat a grade, report to the Jujutsu Inspector General, assemble and dispatch the personnel and materials necessary for suppressing the threat.
- Despite the procedure described in the preceding paragraph, sorcerers may take action to suppress any imminent threat.
8. Sensitive Information[]
Sorcerers shall not reveal the existence of jujutsu, cursed spirits, or cursed objects to non-sorcerers. However, exceptions shall be made for sorcerers to perform duties as necessary according to the preceding section.
9. Protection of Non-Sorcerers[]
Sorcerers must never harm non-sorcerers through the use of jujutsu, cursed spirits, or cursed objects. Furthermore, they must endeavor never to harm a non-sorcerer by overlooking a threat. However, exceptions shall be made for situations in which it is necessary to preserve the sorcerer's life or the lives of others.
