Jujutsu Headquarters ( (じゅ) (じゅつ) (そう) (かん) () Jujutsu Sōkanbu?) is the command center of the jujutsu world established within the Government of Japan as the supreme authority over all jujutsu sorcerers in the country. Members of Jujutsu Headquarters are generally referred to as the "higher-ups" and they're led by the Jujutsu Inspector General ( (じゅ) (じゅつ) (そう) (かん) Jujutsu Sōkan?), who the Prime Minister chooses based on nominations from the Big Three Sorcerer Families.[1]

Overview

Led by the Jujutsu Inspector General, the higher-ups of Jujutsu Headquarters are in charge of regulating the activities of jujutsu sorcerers as well as establishing and enforcing the laws they abide by. Jujutsu Headquarters worked with the Big Three Sorcerer Families and the government to create the Jujutsu Regulations, a memorandum regarding the obligations of jujutsu sorcerers that supersedes all common laws.

Jujutsu Headquarters is not to be confused with Jujutsu High, which most sorcerers utilize as a base of operations. It is unknown where Jujutsu Headquarters is located but as it's a part of the government, common sorcerers don't usually convene there. Jujutsu Headquarters has direct control over both jujutsu educational institutions. The Principal of each campus is selected by headquarters based on recommendations from the Big Three clans. The Jujutsu Inspector General has authority over the Principal and in the case of the emergency, can take direct command of all sorcerers, including those at the schools. While requests for promotions go through Jujutsu High, sorcerer grades are certified and adjusted by Jujutsu Headquarters in accordance with established standards. Any sorcerer who wishes to retire will be un-graded and must receive the approval of Jujutsu Headquarters.

Jujutsu Headquarters monitors all investigations and missions involving jujutsu-related threats. Upon discovering danger, sorcerers must report it to their chain of command, which will eventually reach the higher-ups. Jujutsu Headquarters may impose one or more disciplinary actions upon a sorcerer who fails to follow the chain of command or violates the rules.[1]

When meeting with sorcerers, the higher-ups assemble in a dimly lit room illuminated only by candles where their bodies are concealed behind doors that encircle the sorcerer they're meeting with.[2][3]

Conservative Faction

The higher-ups are primarily comprised of members that belong to the conservative or orthodox faction of jujutsu sorcerers. Conservative doesn't only refer to upholding regulations, as the higher-ups also have specific ideas of what jujutsu should be like, preferring conventional cursed techniques like Nobara's Straw Doll Technique as opposed to Hakari's more technology-based Idle Death Gamble.[4]

The conservative faction has the majority influence on Jujutsu Headquarters, as it is mainly backed by the Kamo clan and one of their members is Kyoto Jujutsu High Principal, Yoshinobu Gakuganji.[5][6] Due to their opposition to any type of progression and their unwillingness to bend any rules under any circumstances, the conservative faction often clashes with the world's strongest sorcerer, Satoru Gojo. For example, they attempted to have Yuji Itadori secretly executed for being Sukuna's vessel, but Satoru used the political power of the Gojo clan to stop them.[7]

History

Cursed Child Arc

The higher-ups assemble and meet with Satoru Gojo after learning that Yuta Okkotsu fully manifested the Special Grade Vengeful Cursed Spirit: Rika Orimoto for an extended period of time. One of the higher-ups questions Satoru about why he allowed such an incident to happen, as Rika's rampage could have destroyed an entire town had it continued. Satoru explains that he would have risked his life to stop the cursed spirit if it did, before further explaining that he allowed the manifestation to happen to learn more about the curse. The higher-up warns Satoru about Yuta's postponed execution, but Satoru threatens to defend Yuta when that time comes.[8]

Fearsome Womb Arc

Satoru Gojo speculates that the higher-ups in Jujutsu Headquarters were responsible for sending Yuji Itadori, Megumi Fushiguro, Nobara Kugisaki to exorcise the Finger Bearer, a special grade cursed spirit far above the students' level, at the Eishu Juvenile Detention Center in order to have Yuji killed. Angered by the higher-ups' actions, Satoru considered killing them all.[9]

Itadori's Extermination Arc

During the Shibuya Incident, Takuma Ino warned Yuji and Megumi that if the Gojo clan fell from power, the authorities at Jujutsu Headquarters would deal with all those they would consider nuisances.[10] This came to pass after Satoru was sealed inside Prison Realm, as Yuji's execution was reinstated without Satoru's support.[11]

Consequences of the Shibuya Incident (Anime)

Following the Shibuya Incident, Jujutsu Headquarters frantically scrambled to deal with the logistical backlash to Tokyo being almost entirely destroyed.[12] Afterward, Jujutsu Headquarters attempted to deal with several nuisances under the pretense of upholding regulations by releasing the following notice:

  1. Suguru Geto's survival is confirmed and his death sentence is reinstated.
  2. Satoru Gojo is deemed complicit in the Shibuya Incident and permanently exiled from the jujutsu world. Furthermore, removing his seal will be deemed a criminal offense.
  3. Masamichi Yaga is sentenced to death for his relationship Satoru Gojo and Suguru Geto resulting in the Shibuya Incident.
  4. The suspension of Yuji Itadori's death sentence is revoked and is to be carried out immediately.
  5. Special Grade Sorcerer Yuta Okkotsu is appointed Yuji Itadori's executioner.[13]

Despite Satoru protecting the very balance of the jujutsu world, headquarters attempted to exile him and prevent his unsealing solely due to the friction between them. They pinned the blame of the Shibuya Incident on Masamichi Yaga when it was no fault of his own just so they could pressure him into revealing his greatest secret, how to make fully independent artificial cursed corpses.[14] Yuta Okkotsu fooled the higher-ups into believing he wanted to execute Yuji for injuring Toge Inumaki and earned their trust by carrying out their orders and agreeing to a binding vow.[15]

Perfect Preparation Arc

A sorcerer sent by the Jujutsu Headquarters and Yoshinobu Gakuganji attack Masamichi following the Shibuya Incident in order to force him into revealing how to develop independent cursed corpses. Masamichi refused to disclose the information and was killed as a result, but not before revealing the information to Yoshinobu after the other sorcerer was dismissed.[16]

Culling Game Arc

Some time after Satoru Gojo was released from the Prison Realm, the higher-ups who recommended "Suguru Geto"'s execution were all killed by Kenjaku.[17] The remaining members, save for Gakuganji, were killed by Gojo prior to his battle with Sukuna.[18][19]
